The Texas Racing Commission voted Thursday to repeal its endorsement of historical racing terminals. The 5-4 vote ends a long debate over the controversial machines.
Historical racing—which involves wagering on unidentified, old horse races replayed on machines at the tracks—was approved by the commission in 2014.
The issue? The Legislative Budget Board felt the machines would be an illegal expansion of gambling, although the horse racing industry and commission disagreed.
The board temporarily cut the commission’s administrative funding last year, and all offices closed for a day before a compromise about the controversial rule was reached.
Members of the horse industry hope state legislators will meet with industry representatives early in the 2017 session to discuss how to move forward, according to the Texas Tribune.
